wallr 0.8.3 is released

This release improves the static wallpaper path and shared-memory cleanup. Fill-mode images that cover an output can now stay on the shared-memory path, while buffer pools remain bounded and are reclaimed after activity settles.

The benchmark scripts support dynamic ffmpeg by default and optional static linkage. A helper prepares the pinned static ffmpeg toolchain used by linux release builds.

The tagged release workflow passed its static ffmpeg, binary self-containment, and archive checks. The release includes linux amd64 binaries and checksums.
