Summary

Adds version 1 of the Android feature requirements template at docs/Templates/requirements-template.md.

The template captures the problem and desired outcomes, scope and non-regressions, user/caller scenarios, traceable requirements and acceptance criteria, compatibility and dependencies, security/privacy and operational constraints, and open questions with supporting evidence.

It separates requirements from implementation design and makes unknowns and assumptions explicit rather than inventing decisions.

Scope

Documentation only: one new template file. No application code or design-proof plugin changes.

Validation

• Verified that the PR contains only the intended Markdown template; Git diff whitespace checks passed.
• Attempted the full default Gradle build with JDK 21 and the existing local dependency checkouts: gradlew.bat build --no-daemon --console=plain --max-workers=2 --warning-mode=summary.
• The build fails before compilation at :AADAuthenticator:compileSnapshotDebugAidl: Broker requests a Common snapshot variant, but Common provides only local and dist variants.
• Reproduced the same failure on the unchanged base commit (4a443c19), confirming that this blocker predates the documentation change. A successful full build is not established; opt-in Authenticator app modules were not built.
