Adds a repository-scoped Copilot Dynamic Workflow for Android feature design so approved requirements can become an evidence-backed design without automatically proceeding into planning or implementation.

Related to AB#3799186: Workflow for Dev Design Doc.

Approach

• Register the extension at .github/extensions/DevDesignDoc/extension.mjs; the workflow invocation name remains design-feature.
• Validate revision-bound Stage 0 approval and its provenance; gather repository evidence with revisions, facts, conflicts, assumptions, and unknowns.
• Author structured design sections and requirements traceability, then run independent review against a fixed rubric with at most two fix/review iterations.
• Return a human gate packet recommending GO to Planning, NO-GO, or needs clarification. Human approval remains pending; no ADO items, code merges, or deployments are created.
• Bound execution to seven agents and document checkpoint/resume behavior and host permission requirements. Worker prompts prohibit side effects but are not a tool sandbox.

Checks

• Extension and workflow Node.js syntax checks passed, including after the DevDesignDoc folder move.
• All 15 focused Node tests passed, covering approval gates, traceability, failures, rubric coverage, bounded fixes, input mutation, and journal replay.
• Staged diff whitespace checks passed.
• API registration checked against installed SDK Dynamic Workflows documentation. Live extension discovery and a paid-agent run were not performed.

Scope note

This links the design workflow implementation to the PBI; it does not claim all spike evaluations are complete. Requirements-file/output-location support, different-model review, separate permission enforcement, fresh-teammate loading, and plugin packaging evaluations described in the PBI remain unverified or outside this initial implementation.
