This PR updates the machine configs to get compass working on Chicoma.

This PR will eventually need to be updated to include:

• mache update: Chicoma update October 2026  E3SM-Project/mache#536
• spack update: Find LAPACK before importing Trilinos in Albany E3SM-Project/spack#39

Instead of the spack update referenced above, longer term we should update the albany version in spack to include this Albany update: sandialabs/Albany#1228 (or the associated Trilinos update if that fix is moved over there). If Albany (or Trilinos) is updated directly, then the spack update above is not needed, but spack would need to be updated to include the new Albany or Trilinos version.
