Fold the 99 changelog fragments of the agent network window into the 3.5.0 section, add the section intro and the Catalog line, bump pyproject.toml, uv.lock and app/package.json to 3.5.0. The fragment api-agent-secret-binding.md gains its missing (#12128) reference.
