Part of #802.

The v0.0.12 offline archive is 1.46 GiB; its macOS and Windows native installers are 555 MiB of that. Core already redirects a platform without a local archive to its release asset (nativeinstaller.Catalog.ServeHTTP), so the offline archive now carries only the Linux amd64 installer. A catalog without a release base (local source builds) has no URL to redirect to and keeps every archive.

Expected size: about 1.46 GiB → 0.92 GiB.

Checks: python3 scripts/core-distribution-manifest.test.py (24 tests pass). Docs: maintainers, install options, self-hosted (EN + ZH).
