Updating several PRs together cancels pending Test workflows because the shared
vuforia_credentialsconcurrency group defaults to one pending run. This left #3766 and #3769 with only 12 checks and no test jobs.Set
queue: maxso up to 100 workflows can wait while retaining one active workflow and the existing shared credential group. Filter only actionlint's unsupportedconcurrency.queuekey diagnostic until rhysd/actionlint#657 is fixed.Validation: pre-commit and pre-push hooks passed, including actionlint, zizmor, the test partition check, and type checkers. An additional stdin check confirmed unrelated concurrency-key errors still fail. Hosted CI remains pending.
