Publishes the existing phpDocumentor API reference together with the GitHub Actions uploader guide and Civ13 case study. Adds a guide index, publishing instructions and README links; fixes the configuration so the landing page exists at the site root.
The bounded workflow builds PRs read-only and publishes only default-branch output. It pins the existing patched phpDocumentor toolchain and action commits, installs Graphviz, checks the actual public output, retains one artifact for one day, preserves a generated
gh-pagescopy and explicitly deploys that same artifact through GitHub Pages. No Google credentials, uploader activation, paid service or custom domain is involved.Validation: actual local phpDocumentor generation, PHP lint, actionlint and full library tests. Regression tests cover HTML base URL handling while still rejecting missing/escaping paths. The local checker correctly identifies the absent Graphviz SVG; Linux CI installs Graphviz and must verify the complete generated site before merge/publication. Independent review is completing against these corrections. Repository Pages currently reports no configured site, so activation and anonymous live verification remain after source review and green CI.
