The Release Audit Tool (RAT) check fails on every job that ubuntu-latest now places on Ubuntu 26.04, because actions/setup-python has no Python 3.8 build for that image. Merge queue entries such as #2704 are evicted on it. Python 3.14 has builds for both 24.04 and 26.04, and check-rat-report.py uses only the standard library.
