What changed in this PR
Adds a 100% statement-coverage gate to the existing CI test matrix.
Changes:
- Generates a Clover report and checks coverage totals.
- Excludes the legacy PHP compatibility branch from coverage.
- Documents coverage enforcement and local reporting.
