fix: land every commit's end dot on its actions row - #1135
When replies hang off the end dot, the commit has no padding below its
actions, so the dot sat 20px up from the bottom while the actions row is
centred 12px up (14px below md, where the secondary actions fold into a
28px menu button). The dot now sits on the row.

Walkthrough
CommitCard now renders the reply composer and related controls in a separate row. GraphRail supports ending its rail on the actions row and adjusts positioning. The commit report button uses less padding.
ThreadActions can omit its composer. CommitCard renders ThreadReplyComposer, caller-provided actions, and deletion UI in a second row.
Rail positioning and control spacing resources/js/components/graph-rail.tsx, resources/js/components/commit-card.tsx, resources/js/components/commit-report-button.tsx
GraphRail adjusts the end-dot position and reply-spine height when the actions row ends the rail. CommitCard passes the new flag. The report button padding changes from p-1.5 to p-1.
The reply composer no longer appears to move the end dot, but the smaller Report target remains harder to tap on touch-capable layouts. This is a bounded issue to address or explicitly accept before merging.
Security architecture risk: Minimal · up to 4be86
The changes are limited to thread presentation and component composition. The inspected reply paths retain their existing identity, authorization, deletion checks, and draft lifecycle. No introduced or materially worsened security risk was identified.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The identified contract change affects client-side placement within commit threads. The inspected current caller does not add a new reply destination or expand the authority used to create replies.
Trust Boundaries and Controls
observed — Composer placement is not the server authorization boundary. Reply creation continues to use the current user and routed parent commit, and the request authorizer checks parent visibility before allowing creation. These server implementations are unchanged by this PR.
Resilience and Maintainability Implications
observed — The extraction preserves the existing request-processing and attachment-reading guards, cancellation behavior, draft retention on failure, and explicit cleanup on success. It does not introduce a new transaction, retry mechanism, or stronger idempotency guarantee.

A commit ending a thread with no replies open still had its dot 5px
below the actions row (7px below md): the row sits above the commit's
12px padding and 1px border, centred 25px up, while the dot sat 20px
up. Commit cards now tell the rail their actions row comes last, so the
dot lands on it with or without replies; notifications and tombstones
keep their dot where it was.
The report button was 28px tall next to the 24px copy-link button, so
rows on others' commits were 4px taller and their dot 2px off. It now
takes the copy-link button's padding.

Provide an adequate touch target on touch-capable layouts.
At md and above, the direct Report commit button remains a 24×24px target. The mobile menu does not protect touch-capable devices using this layout. Increase the button’s effective size while keeping the icon padding.

Browser measurements confirm that the resting rows and expanded-thread parent now align correctly, but opening the inline reply composer still moves the end dot below the actions.
In resources/js/components/graph-rail.tsx:82–86, the offset is relative to the full rail container. The reply composer renders below ThreadActions, so opening it moves the dot 104px below the action-row center at both 1440px and 390px widths.
Please anchor the dot to the actual action row so it remains aligned when the composer opens, grows, and closes. This is an existing edge case left unresolved by the fix.

I ran the graph lab (my Playwright suite built alongside my work on the graph) against this PR at 4be8607e, and against its merge base a003e08f for comparison, both on a local dev server in Chrome.
Result: no regression. Every scenario gives the same result on the PR as on its base.
