Pins new scaffolds to the 0.19.4 security release of the auth server and seamless-templates v0.20.3 (GHSA-qx82-28gf-w744, GHSA-9xg2-j8fg-427c, GHSA-v9q2-hcqj-ggqr, GHSA-v2q2-q246-8chm, GHSA-m5x9-cjv4-6q3w). Dashboard stays v0.10.1.
Local: build (tsc), check:templates-pin, vitest (67 files, 1413 tests) pass. scaffold-smoke runs in CI.
