tool_search_tool - child agent MCP tool discovery appears scoped to parent’s tools #5191

Open

Description

@shanik9

Describe the bug

A child custom agent cannot discover MCP tools allowed by its own tools list but excluded from its parent’s list. Searches instead return parent-permitted tools.

Affected version

1.0.100-1

Steps to reproduce the behavior

  1. Use the below custom agents definition
  2. Select the parent agent.
  3. Select Repro Parent in the Copilot harness, start a fresh chat, and send:
Invoke Repro Child to run its Microsoft Learn MCP search.
Return the child's execution result, including the exact tool used
or the tool-discovery failure details.

name: Repro Parent

tools: ['agent', 'read']
agents: ['Repro Child']
---

Invoke Repro Child once with this task:

"Use microsoft_docs_search to search for Azure Blob Storage overview.
Return the exact tool invoked and one result title and URL.
If the tool is unavailable, report whether tool discovery is available,
the discovery query and returned tool names. Do not substitute another tool."

Return the child's result unchanged. Do not perform the search yourself.

name: Repro Child
description: Search official documentation using only the Microsoft Learn MCP server.
tools: ['microsoft-learn/*']
user-invocable: false
---

Execute microsoft_docs_search with query "Azure Blob Storage overview".

If the tool is not directly available, discover it if a tool-discovery
interface is available, then execute it.

Report:
- Whether execution succeeded.
- Exact tool invoked.
- One returned document title and URL.
- If unavailable: whether discovery exists, the discovery query,
and the exact returned tool names.
- Any execution error.

Do not substitute web, file, or terminal tools.
Do not claim success unless the MCP tool actually executed.

Expected behavior

the child executes microsoft_docs_search, although the parent does not allow microsoft-learn/*.
