Arabic is now a field of LocalizedText like English, Chinese and Japanese, so a missing Arabic translation fails the build. This replaces the English-keyed lookup table and its prefix rules, which could translate part of a sentence and silently fell back to English whenever an English string changed.
Arabic text is drawn inside a right-to-left embedding, so a sentence that contains a Latin word or ends with a full stop reads in the right order in labels, menus and custom-drawn controls. The layout is not mirrored. File dialog filters and saved group names use the text without direction marks.
Use consistent terms for the window switcher and shortcuts, write descriptions as full sentences, and show Esc as an instruction instead of keeping English word order.

This is an initial Arabic localization contribution. Please review the Arabic wording and verify the language selection and build compatibility.
Please also review right-to-left (RTL) layout and text alignment. This change adds Arabic translations but does not yet implement a complete RTL layout for the entire interface.
A full build and UI test have not been performed by the contributor.
