ubuntu-latestis now Ubuntu 26.04, andactions/setup-pythonhas no Python 3.9 build for it. Every PR fails these two jobs at setup:Both jobs now run on
ubuntu-24.04, which still has Python 3.9. Every other Python version stays onubuntu-latest. The RTC job still tests the wheel built onubuntu-latest, which is a manylinux wheel and installs on 24.04.When the packages drop Python 3.9 (
requires-python), these two jobs can go too.
