Migrates arrays from Bower/Pulp to Spago and updates CI. The registry deprecated support for Bower-based packages in September 2023, and as of September 1, 2026 it no longer promises any long-term support. To accommodate the change, this upgrades us to the officially-supported spago package manager.

I also updated CI and our format/linting. Each change is in separate commits.

This will be released as version 7.3.1 because the library's behavior and API are unchanged, and the production dependency bounds match what is already in the registry for 7.3.0. Library source changes are formatting, comments explaining intentional array preallocation, and equivalent expression simplifications in insertBy and deleteBy.

The benchmarks remain under bench/, now as an unpublished nested workspace package with sources in bench/src/. They use the local arrays package, preserve the existing workloads and --expose-gc, and run with an explicit ES-module import. Tests now explicitly declare their existing effect and orders imports.

Makes sense but so silly looking.
