Manual backport of #160548 to 3.14.
The Tcl/Tk line in
Mac/BuildScript/README.rstconflicted because 3.14 lists OpenSSL 3.0.x on the line above it. I applied only the Tcl/Tk change (the 3.14 script also builds 9.0.4) and left the OpenSSL line as it is, so this stays a plain backport. That line is out of date on 3.14 too:build-installer.pybuilds OpenSSL 3.5.9.(cherry picked from commit dc28c3a)
